The Cybersecurity & Infrastructure Security Agency (CISA) Office for Bombing Prevention (OBP) offers a variety of courses to provide general awareness level counter-improvised explosive device (C-IED) information to a broad audience with a live instructor.
These courses enhance participants’ awareness and capability to prevent, protect against, respond to, and mitigate attacks that use IEDs against people, critical infrastructure, and other soft targets.
OBP training is accredited by the International Accreditors for Continuing Education and Training (IACET) to award transferable Continuing Education Units (CEUs), is nationally certified by the International Association of Directors of LawEnforcement Standards and Training (IADLEST) organization for in-service Peace Officer Standards and Training (POST), and SAFETY Act designated.
BPAC provides an overview of IEDs and explosive effects, homemade explosives, an introduction to the terrorist attackcycle, and response to suspicious behaviors and items. This basic awareness is used to enhance bombing preventionmeasures.
Provides participants with the knowledge and skills to successfully and safely inspect for, identify, and/or respond to vehicle-borne explosive threats. This training covers: vehicle-borne explosive threat overview, identifying vehicle-borne explosive hazards, assessment of vehicles and occupant behavior, vehicle inspection demonstration and activity.
Provides an overview of the construction an classification of IEDs. Participants will acquire basic knowledge of IEDs, including their function, components, classifications, and how they are constructed.
Introduces participants to the effects of detonations and details the difference between blast, thermal/incendiary, and fragmentation effects and the destructive consequences of each on various targets. It also describes security measures and bestpractices that can help prevent or mitigate explosive effects.
Provides a basic understanding on HMEs and common precursor materials. Participants will define HMEs, explain the considerations perpetrators have when evaluating whether or not to use HMEs as the explosive for an attack, and identifycommon precursor chemicals and materials used to make HMEs.
Introduces a conceptual model of common steps that terrorists take in planning and executing terrorist attacks.Participants will acquire basic knowledge of how terrorists operate and be better able to counter potential attacks usingimprovised explosive devices (IEDs) by being able to identify the signs of a possible attack and responding appropriatelyand effectively.
Provides an overview of appropriate responses to suspicious behaviors and items by differentiating normal and abnormalbehaviors and highlighting appropriate responses to potential terrorist or criminal activity. It also discusses the differences between unattended and suspicious items, and the responses for each situation.
Provides learners foundational knowledge on domestic bomb threat data, the Office for Bombing Prevention BTMP process, elementsof a bomb threat plan, and the overall impact of bomb threats.
Provides participants with the knowledge and skills to identify suspicious activity for bombing prevention related to afacility/system or a planned or unplanned event. The course includes an introduction to the BOMBER acronym and anoverview of baseline behaviors, operational indicators, materials acquisition and storage, bomb-making activities, elicitation, and reporting mechanisms.
Provides the participants foundational knowledge on the assessment and evaluation of bomb threats and related responses andconsiderations. This course introduces types of threats, the threat assessment process, and the implementation of a BombThreat Management (BTM) plan.
Provides overview of the risk management process as it applies to bomb threat management planning and response actions.
